(1) Is there a forum for administrative questions?

(2) Need critiques be posted to the same forum as submissions?

If you mean questions for the moderators, you can post them here, in the Watering Hole, or PM a mod. Same thing goes if you have general questions about the board.

(2) Need critiques be posted to the same forum as submissions?
That's the preference. You may, of course, post critiques in a forum without posting poems as long as your criticial skills are up to the standards required for that particular forum.
