I don't have any objection at all to mentors charging for their services. I have no idea how much, and if, people are willing to pay them.

What are the qualifications required? And how do you propose to assign students for mentoring?

Folks aren't assigned per se, if a mentor seeing a student the would like to work with from their writing sample, they contact them through email, and vice versa.
